Gun owners and FFL dealers are one in the same. Not sure how it is now but anyone used to be able to get a FFL license. Had several friends with a FFL license so there was no need for me to get one.
You are lumping together Criminals and Gun Owners, not fair imo. Also lumping together criminal FFL's and regular ones.

Gun owners and FFL dealers sell to criminals all the time without even knowing it. What is the requirement in FL for you to sell to someone (private sale)?

What would be the reason for denial?
I'm not sure what they put on for the denial, but you need a very good reason to get one, and/or protectzia.

It goes thru the police commissioner in nyc and they'll nix everything (maybe they'll say that they (the police) are the protection for you're home. They have something to say to nix almost anything). I do not know anyone personally that applied due to the fact that everyone knows it's nearly impossible without protectzia. The only second hand people I know who have it is because of medical equiptment and drugs or money transport businesses, and the such, or protectzia.

Could this be if you say something long enough and often enough it takes on a life of its own?

We keep hearing that and it might be true but doesn't sound right.
It seems they have a process that will discourage most from even trying and that becomes you will never get approved.
