You could say they disproportionately hurt the la abiding citizen. But I'm actually wondering why there are no guns, if some of these riots are in states with lax laws.

The answer is simple. They don't have guns.
IL has some of the most strict gun laws. It is simple for any law abiding citizen to get as many guns as they want. Don't listen to the gun nuts BS.
