Removing Cigarette Smoke from an Apartment

I need expert advice on ameliorating the smell of cigarette smoke in an apartment.
The smoking is ongoing.


There must be some professional that can help us.
I'm not looking for someone who sells just one type of product.  I want a range of ideas on how to deal with this.

Buy freshly ground coffee in paper bag ( at shoprite or wholefoods etc.) 1lb. for each room. let it sit there a few days, hopefully you get 1 rainy day as well, lock all windows and doors, you will have a very strong coffee smell, then remove the coffee and both coffee and cigarete smell will be gone. do you have access to forced air? Can install an n95+ air filter or an ioncharged one. Individual air filters where the smell is coming from. Buy a shed for the back of the apartment that you keep stocked with beer for whoever smokes not to smoke indoors.

I realize my opening post solicited ideas, and I appreciate all those given.  It gives me a starting place.
I would really like to find a professional in this field to give me solid advice. Anyone have a recommendation?

The This Old House video is pretty scary; I don't want to do a gut renovation.
The smoker is continuing to smoke, but the neighbor is complaining about the smell.
