Besides Costco and the regulated credit cards, I hardly ever see any of these fees refundable, at least without penalty. If you rent Hertz several times a year just cough up $99.

The credits would be worthless for most people. But the real value would be refunding the prepaid rates and in some areas $2 fixed gas price.

Unless it is grossly abused or fuel price spiked sharply, I doubt Hertz will care to change that number very often.
Every terms are 'Subject to change' which is just the corporate way of denying any liabilities.

Gas isn't free to them. Average should smooth the gain or loss affect.
But they are also under Chapter 11.  :P

AAA membership costs less, takes off the underage fee and gives a percentage off.
Don't see lots of advantages for the price difference.
