Draconian reopening measures. What could be done?

In the distant history of the early days of COVID-19, very few privileged people were lucky to get tested. Even people that made it to the ER, if not presenting with respiratory difficulties (or high fever) were not tested for COVID-19.

Now, as various reopening guidelines are released, those that weren't tested are disadvantaged. For example, Israel will exempt anyone that tested positive for COVID-19, followed by a negative COVID-19 test (or two) and a positive antibody test from quarantining for 14 days.

Similarly 1414 (the main dormitory of 770 yeshiva) is indicating that similar evidence will be required in order to be admitted into the dormitory.

This puts thousands of people that had a variety of mild symptoms (and some even more severe) but didn't pass the threshold to get tested at the time, at a disadvantage, since no matter what they can prove about their current situation (positive for antibodies, no symptoms, no COVID-19) they are barred from entry.

What can be done about this travesty?
I've been waiting over 5 years with bated breath for someone to say that!

That will change as being unsustainable.

No doubt it will eventually change. The question is if anything can be done to change it sooner?

On a side note, watch today's NYC weather changing mask compliance.

Life is inherently unfair, not always can we fix it.

The specific PCR test requirement will probably change once regulation of Antibodies testing matures and results will be more authoritative.

Or as I tell my kids whenever they say something is not fair: "we should be extremely happy, as that shows that things are going exactly the way Hashem wants them to be".

Though we still want our hishtadlus to have an effect.

I was saying this then, when the CH medical establishment was discouraging testing at the beginning, "we're all exposed anyway".

It wasn't (just) the CH medical establishment. Tests weren't widely available and were being rationed, and made available only to those that presented with more serious symptoms (respiratory issues such as difficulty breathing, persistent dry cough, etc. or high fever).

At this point people shouldn't be getting tested at all they should assume they have it and minimize exposure to others by social distancing.
