Were you in Israel for the last lockdown? They had roadblocks on the highways entering and exiting cities and when it transitioned to lockdowns in certain neighborhoods, they had checkpoints on the streets.
The people who were not here have no idea what it was like.
Motzoei Shabbos after Pesach, I drove a relative (who spent the entire pesach in my house) from Neve Ya'akov back to Ramat Eshkol.
Checkpoint leaving the Shchuna, another on the highway, and yet a third to get into RE.
The same on the way back.
At each checkpoint I had to explain where I was coming from, where I was going, and why.
I told them the truth - Relative returning home and though they did not like it, they let me through.
Yes on Motzoei Shabbos you can get away with "Going to Sharei Revacha to get food" but in middle of the day it's not going to fly. (Go to the Makolet!) There's no way in the world you'll get up north or back without getting a least one fine.
On the other hand, the sentiment on the street is that there will be ZERO shituf pe'ula from the chareidi public, at least over RH and YK.
As I heard in the name of one well-known Rav/RK (who is known for how makpid he is on masking/social distancing in his shul...): "We're not going to listen" and what the govt is doing is "Rishus".
As of yesterday, one large shul in Romema (that was very makpid the first time round) had no plans to change its plans for RH: Capsules but every seat taken (300+).
If they try to shutdown a chareidi shul over RH...
My guess would be that the Govt would fall before the end of Tzom Gedalia.
In short: While within the Chareidi areas I would not be shocked if enforcement was relatively weak, outside of them/travel between them is a different story. You'll likly spend simchas torah wherever you spent RH.
