why can't they have one for vaccines administered in Israel? They wouldn't even need a passport, just ie to MZ

If the fear is a new mutation of the virus (let's call it Covid-B) then how does it help if people who recovered from Covid-A don't have to quarantine when coming from England, etc.?

My understanding is that they are assuming cross immunity for now.

And currently, people who had a positive PCR test followed by a negative PCR test can be issued a תעודת מחלים by their Kupat Cholim doctor, which is the equivalent of an immunity passport, as it exempts one from Quarantine.

As mentioned in the second wave thread, it doesn't make sense.
