How do you figure? If 82% is domestic Israeli spread then more people entering Israel will just result in more cases coming in and there would be a proportional increase in domestic spread.

Minors and the fraction of adults who aren’t immune (unvaccinated and not recovered). R will be well below 1, but it still spreads some.Otherwise how do you explain the 82%? Are those just recently vaccinated people who didn’t build up full immunity yet?
But they are continuing to decline. Israel still didn't hit a plateau. It's winding down like everywhere with partial herd immunity. It's not absolute, but most encounters don't transfer, so it slowly dies down.
