United explorer mileageplus card Question

Couldn't find an appropriate thred, I apologize for opening a new one.

I have this card and the annual fee just posted. I called and they said there was no option to cancel the fee due to covid. Can I pay the fee with points and then downgrade the card, getting the 95$ removed? Essentially that would get me a 95$ credit, paid for with points. Is this an option?

I was able to cancel my United card via the Chase Secure Messages feature (you may want to move the credit from this card to another Chase card before canceling the United Card).

if you cancel within 30 days it should be removed

I know I can downgrade the card and get rid of the annual fee (within 45 days, per chase rep).
 I want to know if
A: before I downgrade the card, can I pay the AF with points (at 1.5 rate) for this specific card?
B: if yes, and I pay the AF with points, can I then downgrade the card, and get a $95 statement balance?

should work, it post as credit statement.
