What does this mean, then?

"Your Business: 1) Is registered to do business in the State of New Jersey;"

Would that mean that a sole prop would need to have a DBA and be registered with the state?

No need for DBA. However a Valid registration is need for sole proprietorships and can still be done at this time.

The injected an additional 235MM in the program yesterday, which will fund all applications submitted in the first phase of Round 4.

The registration window that was open for June was already the second opportunity for Round 4.
