The press secretary was clearly saying that she is a Biden adviser to tie her to Biden. She is making everything about race. Is that racist?

You have to understand what goes into the numbers to make sure it is a true reflection.
Lets take one example. A town of 50k and 5k police (just picked figures). Another town of 50k and 1k police. If a burglary was committed in both towns in which town do you think would have a better chance for an arrest?

If both populations had equal propensity to crime, town A should show a higher PROPORTION of crime resulting in arrest, but the police presence should also deter the overall crime rate.

Not clear to me which factor is of greater magnitude with respect to the rate of arrests.

No I am saying that in jurisdictions which contain more than one community will find that much more crime is in the black community than in the white community. This correlates greatly to poor vs rich community as well. I do think that much of the disparity is more due to the community they are in than the individuals themselves. That still shows that it is not simply because there are more police there. The additional police presence is an effect not a cause.
