Asking for a friend.

So basically I have a friend who's a yeshiva bochur that needs to fly NYC-FLL in 3 weeks. He doesn't have a license or a passport and therefore needs photo ID in order to fly. He asked me to post there to see if anyone knows what kind of photo ID is possible to obtain in these times for him to have for his flight in 3 weeks. He's based in Brooklyn
Still looking for a good MS method :)

You can get photo ID under the age of 18. I'd try to find out if the county clerk offices are open and if they are possessing IDs.
If they are he should pay the expedite fee to get it in 2 weeks if that is available.

had a friend that made a school id and they will do enhanced check but will let him through friend was 18 brought along his birth certificate

In the event you arrive at the airport without valid identification, because it is lost or at home, you may still be allowed to fly. The TSA officer may ask you to complete an identity verification process which includes collecting information such as your name, current address, and other personal information to confirm your identity. If your identity is confirmed, you will be allowed to enter the screening checkpoint. You will be subject to additional screening, to include a patdown and screening of carry-on property.

You will not be allowed to enter the security checkpoint if your identity cannot be confirmed, you choose to not provide proper identification or you decline to cooperate with the identity verification process.

What did he do in the end?
I think he got a student ID from flash photo in ch and brought that with a birth certificate and a social. But I will ask.
