No. This is money that the current regime would (and should) have never seen without radically changing their approach. Giving it to them in exchange for releasing hostages is wrong especially since we know that taking foreigners as hostages in order to have leverage is their MO.

According to this article (whose veracity I know nothing about) it is money that was given to them on the condition that they only use it "to buy humanitarian goods from Iraq." So it was never their money.

I don't know why you have to twist everything into a pretzel instead of just answering the question. Here is the first line of the article you linked: An Iranian trade official said Friday the US green-lit the release of Iranian funds that have been frozen in Iraq due to US sanctions.

Then we have this: US sanctions have prevented Iran from accessing tens of billions of its assets in foreign banks.

Now lets have your pretzel response.  :)
