There are a few very good government scholarship programs for lower-mid income households.
And a wide variety of quality Jewish and Chassidish education available, where said scholarships can be used....
Bring 200 families with you and make your own school. This movement doesn't work without making your own school. You can't overwhelm an existing school system with that kind of influx.
Still not creating a school choice, 200 families would be one school.
School choice doesn't mean your pick of frum schools. It means government school choice, i.e. vouchers for private school instead of public school.

I think you are missing the point. If you are planning on starting a new community, doing it in a place where the government will pay for your kids education is a good idea.
Right. But without existing and established educational infrastructure, the costs might outweigh the benefits.
If you are starting a new community, then you are going to need to create a new infrastructure to go with it wherever you go
