Kvarim for Israeli citizens

Does anyone know where I can find details about how kevarim assignments works for Israeli citizens? Does it make sense for Israeli citizens to buy plots - or they will get them for free anyways?

From what I understand they are free however you may not be able to pick your spot

Agreed with the above.  A resident is entitled to a plot in the local/regional cemetery.  If one wants a specific spot/location, or a plot in a different cemetery, you must purchase the desired plot.   
If you are a citizen, but not a resident, I am not sure that you are entitled to a free plot.  I am pretty sure that this is a bituach leumi benefit, and non-residents are not paying into bl.

Thanks for the source yes it seems like the key is to be Israeli resident; Israeli citizen does not matter much.  I guess another check why one can renounce israeli citizenship if they want to.

So tourists and people that just moved in to Israel are also entitled to free burial even they have not paid into the fund?

My gut is saying that a tourist would not be eligible for a free burial, while someone who just made aliyah/moved to Israel would be eligible.  But this is really a question to ask Bituach Leumi.  :)

I also was wondering but seems from plain reading that it  includes anybody that happens to be in Israel and is buried there

Data Point: When I buried my two month old son, who died in Israel and was not on Bituach Leumi, I was not asked for a penny.

Baby born in Israel, died in Israel two months later.
No Israeli Citzenship, just US. I even paid the 90 shek to get the letter from misrad hapnim that he was not israeli.

I'm looking into this as well now for an older relative,

it seems that even though you may be entitled to a free plot, these days they can give you either plots that are stacked on top of each other or other new inventions, which may not be desirable / lekatchila
