Lol, you obviously haven't been hanging out in NYC recently. To your first point, IINM the city does put a hiring freeze on NYPD and allocate to other divisions (such as pursuing landlords etc) when they have a progressive govt .
I haven't been hanging out there recently, and I try not to in general. However, any freeze is temporary. All this means is fewer cops on the streets for a little, and the cops that are out there are less experienced. Within a short amount of time, that will lead to an increase in crime, along with the likelihood that an inexperienced cop does something stupid, which can lead to an overreaction in policy and a surge of new young and dumb in blue on the streets. Big picture, I don't think this helps anyone.
