It is the other way around. Why are conservatives happy with a ruling like this and with any ruling where he joins the conservatives, when that is the way he should be ruling. He is a Bush appointee after all (or maybe for another thread, is it because he is a Bush appointee...?).

The Republicans as a whole and the Bushes in particular have a long history of nominating Justices who turn out to be non-constitutionalists. (Can't say the same for the Democrats, where every Justice appointed, is a reliable liberal)

Now if you want give a voucher for 1-2k for schools that cost 5-10k don't try and pass that off as school choice.

In other words you mean "full" school choice as apposed to partially covered school choice. But this is definitely real. It's just only partial.
Also, I have no idea what the local governments allocate for public school per child, but it would not be reasonable to expect more than that even if your school's tuition is higher.
