Tri state quarantine for out of state visitors

Hearing that governors of NY, NJ and CT just made a statement about a mandatory 14 day quarantine for out of state visitors from states with high level covid infections.

 mandatory quarantine states  are: Alabama, Arkanas, Arizona, Florida, North Carolina, South Carolina, Washingon, Utah and Texas.
They said rolling metric will be 10 per 100k people per 7 days. And they will revisit every 7 days.

In NY you can get fined $2000 for violating, in NJ and CT it is basically voluntary compliance

What is if a new yorker decides to drive to TN (or any state on the list) and drives back? Will they know or do anything?
