When exactly does the quarantine begin, upon leaving the state or upon returning to NY?  Also, are you allowed to leave your house for food?

Common sense would dictate that it's upon returning to NY. And I don't see why leaving for food would be any different.
But who knows, it is NY after all.

What metric are they using in deciding which states to require quarantine?
Trying to plan a trip but never knowing if they're gonna add that state(s) next is quite frustrating.
Can someone please link to some sort of regularly updated graph that includes the above metric?

Also is there a specific day of the week that they tend to change the list?

This may have been posted already.  Not super clear, but I think it's from when you leave the state.  So, if I fly from CA on 8/2 and arrive NY 8/3, should be 14 days from 8/2.  If I leave OH 8/2 and drive through PA spending a few days there, and arrive NY 8/9, should still be 14 days from 8/2.   I think.

Mayor DeBlasio said NYC would start implementing checkpoints across the five boroughs to help enforce Gov. Cuomo's quarantine order for travelers from viral hotspots, citing the ongoing national COVID threat.

The measure announced Wednesday is the first significant effort by NYC specifically to help enforce the 14-day quarantine for travelers from 34 states and Puerto Rico. In revealing it, de Blasio said the state was "absolutely right" to impose the travel restriction in the first place. Cuomo announced it in late June.

I just walked off AA LAX JFK, I did not scan anything into my phone before boarding, scribbled on the form that was given out before boarding just in case they ask for the form on the JFK arrival, @JFK there is a kiosk to submit your form or scan again with your phone and skipped this as well, now what?!

Someone flew DAL-JFK yesterday. Never got a form or anywhere to put a form at all.

Any data points from anyone at all regarding enforcement?

A) at the airport, if someone comes to NY for fewer than 14 days, will it be a problem when they are leaving?
B) are there any check points?
C) I heard third hand something about someone's cell phone location being tracked, anyone hear of such a thing?

Not sure if all airports are the same but know firsthand passenger on flight MCO-EWR that was not even given the form or told anything by anyone nor on the flight nor in the airport besides  possibly some recorded massage on speaker  in after the do not leave packages unattended
