Sorry for my n00bish question...

Nothing to apologize for. I just don't see how they plan on enforcing it, because all indications from the press conference were that it would be self-enforced. There are ways to do it, as Hawaii as shown, but it's a little different when you're an island with a fraction on NY's travel volume.

Maybe airports but how would that work for roads?

You might not have too many people driving in from AZ but FL is common enough.

I have a friend who told me that he had friends checked up on in NYC. He's asking them for details as it was before the mandatory quarantine was announced. Anyone heard of such a think? And did NYS/NYC ever have any sort of mandatory quarantine?

Everyone is right. This was a miscommunication.
Happened in WA and on way back driving from FL. Drive back from FL was a phone call. Prob from FL gov but will verify.
