My daughter is almost done with her second quarantine, and they have not called yet.  Are they overwhelmed, or have they given up?
Maybe there was a typo in the number

if someone is flying into NY (for a wedding), staying in NJ but spending a lot of the time in and out of NY,
1. is there going to be quarantine requirements?
2. if so, dos it help to fly into NJ?

Flying to NJ is the best option if possible.

Guidance for Travel
All individuals coming into New York from either a non-contiguous state or US territory, or any CDC
Level 2 or Level 3 Health Notice country, whether or not such person is a New York resident, are
required to complete the traveler health form upon entering New York. Significant penalties will be
imposed on any individual who fails to complete the traveler health form.

CMIIW, but I think that applies if you are staying in NY, then it doesn't matter if you are a resident or not.

However, if you are just transiting through NY, and continuing on to NJ, then NY's quarantine requirements shouldn't apply.

And if OP will be going in and out of NY but sleeping in NJ then they are exempt from the quarantine requirements of NY because they will be there less than 24 hours at a time.

Depending on where you are staying, PHL is another option and sometimes cheaper and sometimes more expensive. It's just a option to consider.

This might be true.
I believe you are correct.

100% correct.

When filling out the form online it asks you if your final destination is NYS. If you are going to NJ you can obviously answer "No". After that you confirm that all info you gave is true and the final page shows you that you are NOT required to quarantine. You also don't have to do the testing.

Current regulation is only for someone arriving to NYS and staying in it. OP is maybe in a grey area? (not sure) but can definitely still say final destination is not NYS because they can be going to NJ straight from airport.

Recently left the country and returned specifically to Newark to avoid the questionnaire (even though flight times to JFK would be way way better...).
3 days later, both my travel partner and I received calls from the City sheriff on our cell phones. Only place they could've taken the info from is Global Entry.
Question is; if I leave again and return to Newark, am I allowed to take the non-Global Entry line? And if yes, will it help? Or will they anyway have my info when they scan the passport?
(As an unrelated side note; when I used the GE kiosk, it didn't even ask for the usual fingerprints, passport scan, customs questions, etc. After the initial picture, it printed my receipt and we were on our way. Both of us used different kiosks...Is that a new thing? Never had that before....)

Did you return from the UK?

New York is strictly enforcing the quarantine with the Sheriffs for any travelers returning from the UK due to a mutated strain of Covid. I'd imagine that you won't have much of an issue returning from anywhere else especially if you fly into Newark.
