Since when does reforming how they are compensated equal stopping any payments? It's essentially an accounting function. Label it under humanitarian aid instead of employee compensation.

To me, starting talks like that only hurts Israel. It shows that people here are still focused on making the optics look better for the PA, which puts more pressure on Israel, instead of addressing any fundamentals. I'm confused as to why anyone would think this is a good thing.

Biden said he will reverse the “destructive cut-off of diplomatic ties with the Palestinian Authority and cancellation of assistance programmes that support Israeli-Palestinian security cooperation, economic development, and humanitarian aid for the Palestinian people in the West Bank and Gaza”.

But he has echoed the Trump administration by conditioning the restoration of financial aid to the PA only if it halts welfare payments to the families of Palestinian prisoners and alleged Palestinian attackers killed by Israelis.

The diplomatic way to say stop is... stop. Everyone involved knows that stopping those payments is a non-starter for the PA. The second they stop the payments, the PA ceases to exist and Hamas moves in. I believe the word "reform" was used intentionally.
