Chase CSR confirmed with me that all Sapphire cards have the 5x bonus up to $2000 on Utilities/Insurance/Phone/Cable even though it is not in the offers for the specific account.  Mine did not have the offer, yet she verified that it is systemwide.  (I hope this is true.)
