I assume you are referring to ELAL or partner miles (or maybe the type of ticket) I spoke with Chase, and they told me my only two options were get a credit voucher for the named traveler (expiring 12/31/2021) or pay $270 to cancel.

if u book directly with airline on points its refundable

Chase doesn't have miles.

I feel bad for you.

My niece who is a fairly frequent ELAL traveler just came to the US for the first time on United, saying her travel agent refused to sell her an ELAL ticket (now that's saying something!).

I think that’s the normal ticket rule. Not considering the COVID-19 waiver

They have for 37,5 with a stop as well

Normally, I'd be okay with a stopover. Last thing I want is him being allowed to go to yeshiva only to have Misrad habriut say - "Oh, you stopped over in Paris? Rome? " - sorry you can't come in.

Just 2 days ago, LY booked one of my clients for the beginning of Aug, on a flight that's completely zeroed out. But obviously, it wasn't officially cancelled yet at that time.
