Mostly noncommittal imho. Leaves most decisions to the discrepancy of individual airlines, and doesn't rule definitively over common points of contention such as wearing masks or blocking middle seats. The framework is merely a set of recommendations, most of which have already been implemented by airlines of their own volition.
