You know hard it is for someone to grasp that that a Jew in the US who has never met someone killed in Israel looks at it as his family member was killed? It took me a long time to grasp that concept.

The DOJ quote is talking about the Palestinian resistance movement as a whole, categorizing it as terrorism. It's not specifically discussing the PRC.
