The past 7 weeks only takes us back to 1.5 weeks before July 4th, the remaining 5.5 weeks are after July 4th. If the 4,000 cases were spread evenly over the past 7 weeks (I haven't seen any specifics about when exactly they are from) that's an average of ~80 cases per day which amounts to a rounding error.
In a vacuum, 4000 cases would barely even get my attention. You're talking about a state with over a half a million confirmed cases, and the vast majority of those in the last 8 weeks. When you pair it with a DoH tip about cases being buried, and look at it with the historical context of FL fudging its numbers, it's enough to raise some eyebrows. That doesn't mean they absolutely hid these cases, but you can make a very strong case why they would be motivated to do something like this.
