One of the best ways to estimate total cases is to count the deaths and multiply that according to the IFR

It does matter if the hospitals were overwhelmed and that cost lives.
So you want to know hospitalization/ICU numbers, not COVID positive case numbers.
And how full hospitals and ICUs were.

That's tougher data to dig up, where's @TimT anyway?

Right, but that assumes each location has the same undercounting of COVID deaths when in reality it varies greatly.

Also, it's pretty likely that NYC had a greater death rate than most places.

If FL will be half as bad as NYC, it"ll sure "seem" to be worse than Italy.

I know you know this, but just pointing it out.
My answer had nothing to with politics and everything to do with news reports I had seen.
How did FL get into this? Even with FL record numbers each day they are no where near NYC so far.

in away its better to keep it closed,
rather then saying you can have busing 5 children per bus with masks etc, keep it closed and let the buses roll

As long as teachers are union and you have no way of keeping them safe, schools won't open, regardless of the risk to children.

Cuomo said schools can open as long as infection rate is under 5% on a 14 day rolling average. And the region has to be in phase 4.

All has to do is not move to phase 4 or move back from phase 4 if he doesn't want to allow them to open.

Feel like this question will vary greatly on a state by state basis, and if Cuomo's statement is accurate, it will also vary by the region of the state.

It will also be a very fluid situation, and if schools do open, parents need to be prepared that they may not stay that way.
