An honest question: what do we tell people who are legitimately afraid to either come in to teach and/or send their kids to school?
Try and get the best information you can to make your decision then stand by it.

All has to do is not move to phase 4 or move back from phase 4 if he doesn't want to allow them to open.
Or he'll stop requiring nursing home staff with antibodies get tested twice a week.

Cuomo said schools can open as long as infection rate is under 5% on a 14 day rolling average. And the region has to be in phase 4.
Is the 5% the number of infected people / the whole population? Or that < 5% of tests are positive?

That's a totally different question. It should be just like customers at any business, if you don't want to go don't go. Maybe the schools can offer remote learning for those who want.

Are children physically capable of staying home any longer?

Education. Many private schools offered virtual learning but public schools didn't. Are we prepared to cripple an entire generation?

What about children that rely extensively on the school environment? Those that suffer from less than ideal family conditions whether because of mental illness, abuse, neglect etc. School is their safe haven. What will be when they are deprived of that too?

Much has to be considered when forcing schools to close. It is no simple decision. Can we trust those in charge to take into account the above issues?
