Moving credit around does not change the amount of credit available. It is a BS reason.
Even if the reason was to much credit with Chase moving credit around still doesn't solve anything unless the reason was BS to begin with.
You see a pattern here?
Generic reason that doesn't mean much.
You're missing the forest for the trees. Context is important: OP is applying for a NEW cc and is being told it cannot be approved due to current available credit.
The reason being given by Chase is NOT "we don't want to open this card because you have too much available credit." The reason being given is "we don't want to open this card because, given your currently available credit,
we don't want to extend you more."
Many on here -- me included -- have circumvented that issue by convincing the recon rep that the applicant does not need nor want additional credit and that the card can be opened using established and existing credit already extended to open the card.
