I wouldn't call it a savior. If you follow the overly complicated subsidy calculation you'll see it only covers the % above 30% of income you used to pay as compared to the % above 30% you're paying based on current income. Will probably be a few hundred dollars for most applicants, and even if you're eligible for the full 4 months chances are you'll see a payment equal to one months rent at most (that's because UI counts as income).

Oddly enough (or maybe by design) the program is from April through July- the exact same months FPUC is available for. This jacks up gross income for most and results in lower subsidy payments.

The mentality is already broken. Most (Not all) of those people not paying rent now, received in the past few months more income than the whole year, from Stimulus, Unemployment, Snap, Food Programs, PPP, EIDL, etc, They just don't pay rent because Cuomo/Di-Blasio/Cortez said not to pay rent, and this mentality will stay forever now

Ha ha, no. Most of my tenants wouldnt qualify for this.

The big issue with this (and perhaps why i'm not going to send out to my tenants), is having the tenants comfortable with (D)HCR's new website. This can cause a lot of headaches for a NY LL with a few clicks.

And you think they're waiting for you to tell them about it? They have their own "mikvah" where they hear all the news in how they can milk the system.

While in some instances your are right, so if they apply on their own great (they should know about it). But in most of the time that is not the case. Very rarely do you have a tenant thats knowledgeable in all agencies.

You'll need to log in with NY login (same as unemployment, DMV, etc) when applying.

submit pay stubs for Feb and none for current months?

Deadline is Thursday, 07/30.
If income was literally 0 and they did not file for unemployment, then there is none to submit, correct.
And yes, submit for both spouses.

If they haven't filed yet (even if they will get backdated funds) it is not reportable income, and should not be included.

It actually asks for income and proof prior to March 1.
Yes, income now is for July through today, so anything coming in tomorrow wouldn't be included.
For the prior income and proof it's not clear exactly which month to go with, or if an average is needed, but February is as good as any.
For proof for "now" March through July is correct.

I'm not sure about the residents, but it does make sense that you'd need to because you need to prove your household size.
