It's amazing how quickly they're able to produce such a high-quality DVD (haven't seen the DVD from this year yet).

Would you say a shaliach like rabbi shlomo Chein that speaks a good English is the rule or the exception?
I was thinking while watching the kinnus (as a non-Lubavitcher so please pardon my ignorance) that every shaliach has to learn how to speak a proper English and also how to speak conversational hebrew.  One might have thought that these would be to priorities to teach in high school.  Not לשמה but rather as a means to make ones shlichus more effective.  Nevertheless the yeshivas have their curriculim and shulchan seem to somehow all make it work out.  כל הכבוד !

I think they learn on the job for the most part. A campus shliach imo probably learns and knows more in the general education area. They have to for their job...

I'm pretty sure it's about Rosh Chodesh Kislev (even though shabbos mevorchim is not nessasarily the closest shabbos to Rosh Chodesh as this year shows)

Some years kinus hashluchim was in Toldos, some years in Vayeitzei, most of the time in Chayei Sarah. But it's not fixed to the parsha. It is always shabbos mevorchim cheshvan.
