Is chabad makpid to not make weddings at the end of the lunar month? If so then that may be a reason why they always make it around shabbos mevorchim, which is at the end of the month when attendees will likely not have (or have less) weddings.

IINM it is accepted that at our generation all (or at least most) limitations are off. I remember a time when it was virtually unheard of in Lubavitch to have a wedding in Cheshvan, and while I believe it is still not a first choice, it is not totally uncommon.
I've been waiting over 5 years with bated breath for someone to say that!

Definitely there is such a concept not to do the chasuna when the moon is waning. I remember a time when people were still pretty makpid on that. But when all the halls started to be booked every night in Crown Heights b"H, people started making weddings all months long.

I have no idea what it is about Cheshvon, IINM Teves was also not a very popular month.

But as I said, and concurred by @Freddie, in this generation almost all restrictions are off.

As for the Kinnus being timed around Shabbos Mevorchim Kislev, while someone might ask the organizers how it got started, my guess is that it was simply because it was close to Rosh Chodesh Kislev - a major Yom Tov for דור השביעי and also close to פרשת חיי שרה which describes the first שליחות, even though it has been brought upthread that it's about Shabbos Mevorchim Kislev and not about פרשת חיי שרה.
