The vast majority of those "donor types" were brought by their local shliach. They will not donate to the Kinus. Yes the Kinus also has its own benefactors too but the Kinus operates at a loss.
I think one of the misconceptions people outside of Lubavitch have, is about the financial relationship between Merkos and the local Chabad Houses or Shluchim. There is generally no funding coming from Merkos to the local affiliates. Each Chabad House is responsible for their own budget.
