Extremely unscientific. I'm sure there are more/longer - even my friend Rabbi Segal from Berlin might beat the 26" (I'm not sure, didn't measure) and he doesn't even roll it up usually. I'm sure if he checks out all the rolled up beards he will find longer than 26".

In this specific case I think they were quoting Israeli media, which IIRC was once dubbed by one Benny Friedman as the originators of Fake News before it was even a thing (or something to that effect). I am sure @TimT or another member with an elephant's memory can come up with the exact quote.

I don't see why both things can't be true.

Chabad in Israel wants to be on good terms with the new government, and does what they can (or what their American counterparts can) to get him a visa. If he would have come, he would have been treated with the respect given to any other member of the Israeli government in attendance.

But... that doesn't mean his attendance wouldn't have been a distraction, or pissed off some friends of Chabad. There likely would have been many questions asked and attention drawn, and his choice not to attend would likely generate a sigh of relief from many.
