Does the $2000/month go by calendar month or 30 days? I though it was by calendar month but I sent a $1000+ payment on Dec 30-31 and it's not letting me send another one now saying that I'm over my monthly limit

Its calendar. How close to the deadline were you? Maybe it didn't clear until afterwards? I have done some pretty much up to the line EST, and it reset an hour later.

If the withdrawal stays in the pending state after a couple business days, this typically means your account is frozen or under investigation.  You should have received an email if it was frozen, but otherwise email support@venmo.com and just say your withdrawal appears to be 'stuck' and they can fix.

if my account is frozen do I have to worry about the money involved?

As long as you supply the info they ask for you should get your account fully reinstated, although IME it took another email after my account was unfrozen to get the money.

I highly doubt they have any legal right to keep your money pending as a punishment for taking advantage of them. Perhaps they can claim they need time to research it, but I doubt that'll hold as they have no license to act as a bank & hold peoples money.
