I normally don't do things like that however when it comes to someone potentially losing a few thousand dollars it kind of bothers me when someone gives speculative advice.

I'm not saying they will do it, however the T&Cs clearly contradict the speculative advice given.

I highly doubt they have any legal right to keep your money pending as a punishment for taking advantage of them.

I also agreed to 2.5k fine per violation. There are a lot of things in T&C's that are never enforceable.

you may be able to dispute the money. Assuming it was payed on a cc the sender may have a shot.

to keep a separation between myself and the payment account, my wife, I always pay venmo through my smartphone app and use the wifi on computer to log in for my wife and withdraw. Do I need to always keep my phone in 3g mode and off wifi even when I am not in the venmo app or since the app is on my phone I should disable the wifi for good (when I am home of course).

Yes - with a different email address, SMS phone number, and bank account.  Same name though.

Also from what I've seen it seems that there is a max of 3 CC that can be applied to the Venmo account, is that false?

In most cases I would agree, unless you were making serious cashback on the prepaid purchases (much more than using a CC directly on Venmo) and were able to open a new Venmo account each time you expended the previous.
