How long did you wait between changing name and sending ID?

I did two things that could have done it. First, I tried to withdraw the money pretty much right after it came in. Second, I did this while being logged in through my regular Israeli IP rather than through a US proxy like I've been doing up to now. It may be something else, but these are the things I did differently this time.

Most ISPs have dynamic IPs and renewing your IP address with them will pull you a new one (methinks some will give you the same one as long as it's still available).

The two big ISP’s (Comcast & WOW) in my area will not give you a new IP by simply unplugging your router. You will need to change the MAC in you router to get a new IP. Do this too many times and you will receive a nasty gram to knock it off or your account will be closed.

Works for me on Optimum/Cablevision. I did reference what you're saying in the parenthetical part of my post.

I am not convinced they check duplicate IPs (at least in an automated way to trigger a freeze, perhaps maybe if you were already under investigation).   Consider 2 people on Wifi at Panera, splitting their lunch bill - the intended use of their service if there ever was.  Same IP.  Or they wait until they get back to work to do the transaction.  Again same public IP.  People went on about using different IP addresses with Amazon payments too, and I've still seen no evidence it matters. 

For Venmo you need to worry more about the size of payments you receive and withdraw in a short window of time.

+1, I doubt splitting a $20 bill at Panera will cause a freeze.
