Bar is closed in the morning, but restaurant on 16 will serve you drinks on the couches outside.

The Signature Room at the 95th
Pros:Great view of the city. As a party of two you'll probably be sitting directly by the window.
Cons: They don't accept reservations, so depending on the time (especially around sunset) there may be a line to enter. They card  from 7PM and on.

Sure, why not? As far as I know, all my dating friends play games on dates. One thing to keep in mind (this may apply to your foosball example) - Someone once told me a great line. "Being good at pool (or whatever game...fill in the blank) is nice. Being too good is a sign of a wasted youth."  :)
