Depending on when you get there, you can get one of the big booths with very big couches. If they aren't availablle, there's still lots of other couches and quiet corners.

Trump Tower
You'll want to book a parking spot in their garage on SpotHero before you go.
Bar is closed in the morning, but restaurant on 16 will serve you drinks on the couches outside.

The Signature Room at the 95th
Pros:Great view of the city. As a party of two you'll probably be sitting directly by the window.
Cons: They don't accept reservations, so depending on the time (especially around sunset) there may be a line to enter. They card  from 7PM and on.

Lucky Strike has thou its not too quite in terms that they play music but during the week not crowded at all. Also a nice bar to sit at.

yup - I did atop the eiffel tower.. did it on the hour in the evening as the tower lit up, got down on one knee.. flew in that morning from london flew out that evening back...
Had a great day going around paris and the proposal was the grand finale..
We had a few cocktails in the very nice AF lounge on the way back... and at customs as we got back to london, the customs guy asked why I went for so short, and when I told him he said "I've been married 42 years and proposing on the eiffel tower still sounds like a great idea!"... lol...
