Israeli stimulus

Would Israeli citizens living abroad be eligible for the Israeli stimulus? If yes how would we go about getting it? Would a non Israeli spouse and kids be eligible to be included as they are part of my family? Any leads would be appreciated. Thanks.

most countries tax by residence not by citizenship USA is an exception, that's why USA abroad received the stimulus, I believe that Israeli citizens that don't file taxes because they are not residents will not receive Israeli stimulus

I know someone who only takes enough to cover the fines and taxes they charge him.

A US tax question which will be very relevant going into next year.
The Israeli government has been giving financial assistance to small businesses which are suffering financially due to Covid-19. Israeli tax law requires that the business write receipts for these government payments so that it's ultimately included in income for (almost) all Israeli tax purposes.
My question is, under US tax law, would that portion of the income be considered self-employment income or miscellaneous income?
