You'll get a car from pc which might not even be a premium depending on season but otherwise they'll give you a reg premium

Correct, you can take a car from PC if you are PC, and you booked a premium.
I only once booked a premium since they started UC there, and they gave me a Q60

You can always try to go in and try for a better car.

There is "premium upgrades" which is $25/$35 a day or ultimate series which is a lot more, and varies by the vehicle
