Issue with Eldan Car Rental - Help

Not sure if this is the correct place for this question:

About 3.5 years ago, I rented a car from Eldan in Israel. A few weeks later they tried charging my credit card for tolls for about $30, but my credit card declined for some reason. Since then, I've tried reaching them many times to pay the $30 but nobody responds to my emails and I have no other way of reaching them.

1 - Does anyone know how I can reach them on the phone to pay an old balance?
2 - Will this affect my ability to go to Israel, will I be arrested for nonpayment, etc? Is there any way to check if this debt was reported to Immigration?

The worst that can happen is that you're blacklisted at Eldan. Just use another company.

Are you positive that Eldan doesn't report this debt to immigration?

u can pay it to me, im the official collector of old debts for eldan
yes u will be arrested and held w/o bail if u dont pay up immediately.
the mossad will come down to youre house in the usa and bring you back to face charges

If you're the official collector of old debts for Eldan, why are you collecting NYS Unemployment benefits from Israel?? Last I checked Eldan is an Israeli company.
