what's the difference between them and into which category would you classify our not yet observant brethren these days?

IMHO a non observant Jew would be considered a Tinok Shenishba. An Am Ha'Aretz could be an observant or non observant Jew who has very little Jewish education (That's what they're referred to). But really  a Bur is he who has little education, because an Am Ha'Aretz  is actually someone who works the earth.
