When you book a flight with us by August 31, 2020, you can change it with no change fee over the next 12 months.

Coming to end on August 31. Will they extend?

If I book a United ticket via Citi Travel Center using TY points, is it possible to cancel directly through United and get a United Voucher?

I don't want to cancel through citi and be stuck with a credit through Citi.

I would assume so. I don't have experience with Citi but it worked with Chase.
I don't know if it's still available now but I got ETCs (transferable) over the phone as apposed to a voucher on the website.

Since your booking is a points booking you'd have to speak to Citi to get a refund of points. (Can cancel with United )

Char points are "hybrid points" which is a regular revenue ticket so united can issue an ETC since there is an actual ticket cahs value.
