Perhaps a razor? I'd suggest a good non electric model.

Some of them seem to have a hand lever, and some don't. Any idea which is better? Or is it an insignificant difference?

How old is the kid?

My kids have https://www.walmart.com/ip/Gotrax-Xoom-Electric-Scooter-for-Kids-Age-of-6-12-Kick-Start-Boost-and-Gravity-Sensor-Kids-Electric-Scooter-6-Wheels-UL-Certified-E-Scooter/260937619 it doesn't go to fast, kick to start and starts to slow down when they lift their foot and has a rear brake not hand brake.

Another option is https://www.walmart.com/ip/Razor-Power-Core-90-Electric-Powered-Scooter-Black-Green/46754736 it's a little faster, controlled with wrist throttle and stops with hand brake.

Where do you get a kid for $100?

Dan has good deals on them  but they go fast. You gotta keep your eyes open. Some models have more expenses IE. they eat more or the like so you need to factor that in to the equasion.

It's good but definitely meant for younger kids. My 7yo daughter rides it.

On some scooters the acceleration is controlled by placing your foot on a sensor and some have a wrist or thumb  throttle. As far as brakes, some have hand brakes while others have a foot brake.
