Are either of these flight options risky to get to Jerusalem before shabbos?

2 hr 10 minute layover
Lh686 Fra to tlv. Lands 15:25 on Friday.

VS 22 IAD to LHR Thursday 6:15
1 hr 35 minute layover
Vs 457 lands Friday 3:40 pm

General rule of thumb is scheduled landing at least 7 hours before shabbos.

Flights can be delayed after boarding for as much as 4 hours without deplaning. 1 hour after landing to taxi/get luggage. 1 hour from TLV to typical chareidi areas. Leaves an hour to get ready for shabbos.

Why weren't they allowed to reenter the country? Visa/passport issues? Obviously leaving from the departure area in TLV isn't the typical flow of passengers, but presumably things come up with some frequency where travelers have to cancel trips after security and passport control.

The problem was probably with the luggage.

With any layover option, a delay in either leg could cause you issues. Granted you can choose not to travel if your first leg is delayed, but you might not always have that choice (e.g. tarmac delay), and even if you do it means you won’t actually make it to Israel and might have to potentially forfeit both the trip and the ticket cost.
