He didn't mention either, he only mentioned masks. Outside of stores, masks are not worn at all. I think part of their reluctance to issue guidelines about weddings and such is because they know no one will adhere. For months weddings took place against guidelines, why would that change now? Especially seeing as B"H since Pesach time CH didn't see any casualties.

During Tishrei, when there were guidelines, they were not followed by the vast majority. The lack of casualties in the weeks following proved them right. "See? You are a bunch of fear mongering socialist Cuomoites." I was wearing a mask the other day about to get into an Uber outside Beis Rivkah at an extremely crowded drop off time. In the fewer than 60 seconds I was standing there I got 2 comments from peers mocking the mask.

At a cousin's wedding, relatives who know my opinions asked me if I really felt the wedding should be happening as it was. No one was seriously hospitalized for months, no deaths, etc. Why would I be so callous as to say there should not be an indoor wedding with 150 guests+ at a time? (this wedding was much smaller than it would have been had it occurred pre-Corona). What was I supposed to answer?

Now it's almost two months later and we have a few casualties, R"L, and who knows how many infections of elderly people who have been so careful for so long... If Rabbi Braun came out with an 18 minute voice note with clear guidelines, and the Gedaliah Society and Dr. Rosen echoed the same (or vice versa), who would follow them and who would complain about "Gedaliah Society fatigue"?

I don't agree with @Dan that people are sacrificing the elders for sake of comfort. I think there was a confluence of many, many factors that resulted in "non-compliance" by the vast majority, and the fact that B"H we were spared casualties for so long meant even those that were "compliant" became lax and figured the other side was correct. It's too late to put the genie back in the bottle. Hopefully we won't lose any more before the vaccine is widely available.
