You can't use any Tracfone device on other carriers unless you pay $150 to unlock it or use service for one year on the device with TracFone.

No.

 You can use Tracfone service, which uses the T-Mobile Network.

Yes. I would assume. But for that price try to get the wine2 unlocked.
 Tracfone they offered to unlock it for me if I pay $150 or a prorated amount of I had service with them for x amount of months from the year that's needed.

All of those companies are owned by TracFone. They all have the option to use AT&t T-Mobile and Verizon.
