Is a tent indoors or outdoors?

Does anybody know of official public health guidelines or studies that define parameters for partially enclosed tents to be subject to outdoors covid gathering restrictions? Not looking for opinions as my question is legal and not moral.

I think in NJ it depends on how many enclosed sides it has.
